Emigration is governed by international agreements between countries. The Nordic Countries form an area where the citizens are free to travel and work without a passport.

The citizens of EU Member States are free to take up residence in other Member States and live, study and work there. Most other countries require a permit granted by the authorities for residing, studying or working.

Finnish citizens moving to another EU Member State to work enjoy the same rights and duties as the citizens of that country. Some of these rights concern the members of the employed person’s family as well.

After a year of living abroad, A Finnish national is no longer covered by Finnish social security. The social security of those working abroad is taken care of with social security agreements between countries.

Taxation and social security are dependent on the job, the contractual relationship and residence in the country. A Finnish national living abroad pays taxes only once. There are mutual tax agreements between states which prevent double taxation.

Moving to another EU Member State

Finnish nationals can move to another EU Member State and live, study and work there without any restrictions. Personal and domicile data are kept up-to-date if the person notifies the local register office or a Finnish diplomatic representation of the move. Notification of moving abroad from Finland must be done in writing or via online service.

Finnish people living abroad are often active in their own communities. These communities provide help and advice on moving to a new country and living there.

Finns living abroad

Finns living abroad can look after their interests in associations and cooperation forums set up by expatriate Finns. The Finnish Evangelical Lutheran Church works among expatriate Finns in collaboration with local churches and in their own expatriate parishes. Information on Finns who have moved abroad is available from the emigrant register.
