Every local authority in Finland has a municipal or city library. Services provided by Finnish libraries are, on the whole, free.
Own library services are organized for several special groups like visually impaired. Also children and the elderly are considered special groups for libraries.
Libraries provide help with information retrieval in their branches. Traditional library services are increasingly often complemented by online services.
