Comprehensive personal data on Finns and foreigners living in Finland on a more permanent basis are stored in the national population information system. The system is maintained by local register offices and the Population Register Centre.
The personal data stored in the population information system includes a person’s name, identification number, home municipality, address, nationality, mother tongue, family relations and details of birth and death. The personal details stored in the population information system are used by the authorities and within the private sector.
In addition to the population information system, local register offices are responsible for guardianship issues and boat registrations and act as the local authority for registers of companies and associations. Certain officials perform civil weddings and act as notaries public and attesting notaries.
The names and mother tongue of children are notified soon after the birth of the child. A name can be changed later, for example, through marriage or by applying for a change of name.
Official certificates and detailed extracts from the population register can be ordered from the local register offices that maintain the population information system. Register offices also take care of name changes, investigations of impediments to marriage and confirmations of the list of parties to estate inventories. Forms are available either online or at local register offices.
The guardians of a child must inform the local register office of the child's names and mother tongue within two months of the child's birth. Register offices deal with matters relating to name changes. Usually a name can be changed only by application, although in some instances a person's surname can be changed by making a notification.
