Driving and boating instruction
The Finnish Transport Safety Agency (Trafi) is in charge of driving tests, but the tests are held by private companies specialising in them. Privately owned driving schools give instruction for the driving test, covering theory and practical driving instruction. The permits for driving schools are issued by Trafi.
The police may grant instruction permits to private individuals. Such a permit entitles the holder to give instruction only to the individual named in the permit. No instruction is needed for boating, but good seamanship requires taking responsibility for the safety of people and craft. If desired, instruction can be obtained from boating organisations and various civic institutes.
As of January 2013, driving licences will be valid for a specified period of time and driving instruction will take place in three phases.
