Finnish diplomatic representations also provide help for Finns who find themselves in emergency situations abroad.
Embassies and consulates help in emergencies and crises and may issue temporary passports for return trips to Finland. They are unable to operate in contravention of the laws of the land, however. Honorary consuls have more limited opportunities for giving assistance; they are unable to issue passports. The most they can do is usually to assist in contacting the local authorities or a diplomatic representation somewhere else.
