National debt and national assets
The State owns assets through the different ministries. For example, state-owned forests are run by Metsähallitus which comes under the Ministry of Agriculture and Forestry. State-owned enterprises come under the Ministry of Trade and Industry. Real estate owned by the State is mainly run by companies administered by the Ministry of Finance. The Government can borrow money, but this calls for the approval of Parliament.
