Central and local government finances

Government finances are handled by the Ministry of Finance. On-budget entities and off-budget funds are all part of central government finances. The Ministry of Finance draws up a proposal for the Budget every year and prepares supplementary budgets when necessary. It also draws up proposals for the development of the Budget in the future.

The local authorities take care of their own finances themselves and organise services. Roughly half of all local authority expenditure is covered by tax revenues, a quarter by payments and one fifth by central government transfers.
