People who are heavily in debt can apply to the district court for statutory debt rescheduling for private individuals. Before submitting an application, the debtor must look into the possibility of a settlement with the creditors.

Local authorities may offer social lending to people who, because of their low incomes and lack of resources, have no chance of obtaining credit on reasonable terms in any other way. The borrower must be able to repay the loan. The local authority charges a reasonable annual rate of interest on social lending and is also obliged to arrange financial advice and guidance for applicants and recipients of social lending.
