Legal protection

The authorities, just as ordinary people, must obey the law. Everyone has the right to information contained in the public documents of authorities. All documents are public unless provided otherwise.

Anyone can make a complaint either to the Chancellor of Justice or the Parliamentary Ombudsman if they suspect that an official has taken erroneous action. The Chancellor of Justice and the Parliamentary Ombudsman cannot, however, take the same issue under consideration simultaneously.

The Consumer Ombudsman, the Ombudsman for Equality, the Data Protection Ombudsman, the Minority Ombudsman and the Bankruptcy Ombudsman all monitor that the law is observed in their particular area.

The Council for Mass Media in Finland monitors the activities of the media and interprets good journalistic practices. The Council of Ethics in Advertising handles these issues in relation to advertising. The Consumer Ombudsman supervises advertising to ensure it conforms with the law and can, if necessary, ban marketing which it considers to contravene the law. The Ministry of Education is in charge of developing copyright issues.
