Complaints and appeals

In Finland, all complaints regarding an erroneous action by the authorities are lodged with the Chancellor of Justice or the Parliamentary Ombudsman. The complaint is public, and lodging a complaint is free-of-charge.

The European Ombudsman handles the activities of EU bodies and institutions. People in EU Member States can appeal to the European Parliament on issues within the scope of the EU activity such as human rights violations. People can appeal to the European Commission on issues concerning procedures and regulations in Member States which the complainant finds are in violation of Community law.

The European Communities' courts deal with complaints which concern the procedures in Communities' bodies or neglect of those procedures. They are not a court instance above the national courts where someone who is dissatisfied with a national court's decision can appeal.
