The Government and Parliament
Decisions on proposals, motions and other issues which come from the Government to Parliament are made in plenary sessions. Before a plenary session, Parliament discusses Government proposals in committee. Almost all Parliamentary decisions are based on committee reports. There are 14 special committees in Parliament which mainly discuss issues of the relevant Ministry. In addition to those, there is a Grand Committee whose main task is to discuss European Union issues. Parliament can also set up temporary committees.
The Government presents bills to Parliament which have been drafted in the respective Ministries by civil servants. The Government works in close cooperation with the President. The Chancellor of Justice participates in Government meetings, which are also called plenary sessions.
