Passing bills and publishing acts
Bills are drafted by the Ministry with responsibility for the issue in question. The views of various experts and other parties are heard in connection with drafting a bill. The bill is discussed in Parliament, both in the plenary sessions in the Session Hall and in committees. Ordinary acts are passed if they are backed by a majority of MPs. Amendments to the Constitution require a two-thirds majority.
It normally takes a few months for a bill to pass through Parliament and become an act. Acts and decrees are published in Finnish and Swedish.
