Child welfare by keyword young persons

Every child and young person has the right to a safe environment in which to grow up, learn and develop. Local authorities provide preventive and open care services for children, young people and families. If required, local authorities are also responsible for taking children into care and making foster arrangements. Youth emergency shelters are run by the Red Cross.
