Right to social security

The Finnish social security system is based on residence in Finland. With some exceptions, permanent residence in Finland entitles you to the social security benefits granted by Kela.

When you immigrate to or emigrate from Finland, Kela makes the decision on whether or not you are entitled to Finnish social security. Factors affecting the decision are whether the immigration / emigration is permanent or temporary, and which countries are involved in the process. Anyone with Finnish health insurance is entitled to the Kela health insurance card.
