Pensioners on low incomes can apply for special pensioners' housing allowance from KELA. Factors such as housing costs, family relations, annual income and assets are taken into account in granting housing allowance.
A range of household services from cleaning to renovations, and gardening to help for the elderly is available. Services are offered by municipal and private service providers. It is worth asking the local authority whether it is possible to receive help in paying for services. The money spent on household help can be deducted from taxation. Deductions can also be made if people purchase household help for their own parents.
